A Wetland on the Right Map (1) In a classroom planning exercise, students were given a map of a river valley and asked where to restore a wetland. The map showed three unused fields, each large enough for the proposed project. Several students chose the field with the lowest purchase price. They reasoned that restoring the largest possible area for the available budget would offer the greatest benefit. The instructor then supplied information that the first map had left out. (2) One field lay beside a small stream carrying water toward the river. Another was separated from the water by a raised road, while the third flooded only during unusually heavy storms. These differences mattered because the proposed wetland was intended to intercept water moving through the valley. An inexpensive area with little connection to that movement might contribute less than a smaller site located along the relevant route. Area alone could not describe function. (3) The students also learned that people used the fields differently. One contained a path linking two neighbourhoods; another was occasionally used for storage. Restoring the wetland would therefore alter access and require discussions with current users. Some students initially treated these concerns as distractions from the environmental goal. Later, they recognised that a plan which ignored them might face delays or create new problems outside the restored area. (4) The final proposals explained both the physical connections and the social arrangements required at each site. None relied on purchase price as the sole criterion. The exercise did not imply that cheap land was unsuitable or that restoration always required a particular size of site. It showed that the value of a location depended on its place within a wider system. Choosing well required following water beyond a field's boundary and considering the people whose activities crossed that boundary too.

13. What is the passage mainly intended to show?

  1. Social concerns should be excluded from environmental planning exercises.
  2. A restoration site should be evaluated through its connections to water flows and human activities.
  3. Every restored wetland must occupy the largest field in a valley.
  4. The cheapest field is always the most effective location for a wetland.

14. What separated one of the fields from the water?

  1. A raised road.
  2. A line of storage buildings.
  3. A newly restored wetland.
  4. A path connecting two neighbourhoods.

15. Why might a smaller field outperform a larger inexpensive field?

  1. Expensive land always absorbs more water than cheap land.
  2. It may lie along the water route the restoration is intended to intercept.
  3. A smaller field necessarily has fewer current users.
  4. Wetlands cease to function when they exceed a particular area.

16. What does “them” in paragraph (3) refer to in “a plan which ignored them”?

  1. Concerns about current uses and access to the fields.
  2. Only the students who selected the cheapest land.
  3. All projects outside the river valley.
  4. The unusually heavy storms mentioned earlier.

1Few of the participants were aware

3The more X, the more Y מתאר קשר: ככל שיותר X, כך יותר Y. כאן Y הוא סיכוי (more likely), לא ודאות.
